Artikel 89 geeft het AI-bureau zijn wachttoren: doorlopende monitoring of GPAI-aanbieders daadwerkelijk doen wat hoofdstuk V vereist — inclusief of zij de ondertekende praktijkcodes naleven. Het opent ook de deur voor klachten van downstream-aanbieders.

- Het AI-bureau kan de nodige acties ondernemen om de effectieve uitvoering van hoofdstuk V door GPAI-aanbieders te monitoren, inclusief naleving van goedgekeurde praktijkcodes
- Downstream-aanbieders kunnen een klacht indienen wegens een inbreuk door een upstream GPAI-aanbieder — de toeleveringsketen wordt een handhavingssensor
- Monitoringbevindingen voeden de escalatieladder: documentatieverzoeken (art. 91), evaluaties (art. 92), maatregelen (art. 93)
Nalevingstijdlijn
Van toepassing vanaf 2 augustus 2026; de Digitale Omnibus van 2026 stelde de materiële hoogrisicoverplichtingen uit (bijlage III naar 2 december 2027, bijlage I naar 2 augustus 2028) maar verplaatste deze bepaling niet.
