El artículo 91 es el primer peldaño de la escalera de ejecución GPAI de la Comisión: el poder de exigir los papeles. La documentación técnica de los artículos 53 y 55 existe para ser producible — esta disposición comprueba que no sea un farol.

- La Comisión puede solicitar a un proveedor GPAI la documentación elaborada conforme a los artículos 53 y 55, o cualquier información adicional necesaria para evaluar el cumplimiento del Reglamento
- El Consejo de IA también puede, previa solicitud motivada, pedir a la Comisión que active tal solicitud
- Las solicitudes fijan un plazo; el proveedor — o su representante autorizado — debe suministrar la información, y las respuestas inexactas o incompletas son multables de forma autónoma
Calendario de cumplimiento
Se aplica desde el 2 de agosto de 2026; el Ómnibus Digital de 2026 aplazó las obligaciones sustantivas de alto riesgo (anexo III al 2 de diciembre de 2027, anexo I al 2 de agosto de 2028) pero no movió esta disposición.
