Artikel 91 är första steget på kommissionens GPAI-tillsynsstege: befogenheten att kräva in pappren. Den tekniska dokumentationen i artiklarna 53 och 55 finns för att kunna uppvisas — denna bestämmelse synar bluffen.

Tidslinje för efterlevnad
Tillämpas från den 2 augusti 2026; 2026 års digitala omnibus sköt upp de materiella högriskskyldigheterna (bilaga III till den 2 december 2027, bilaga I till den 2 augusti 2028) men flyttade inte denna bestämmelse.
