O artigo 100 responde a uma pergunta que a maioria dos programas de conformidade nunca faz: quem multa a própria UE? Quando instituições, órgãos ou organismos da União violam o Regulamento IA, a caneta sancionatória está com a Autoridade Europeia para a Proteção de Dados — numa escala deliberadamente menor.

- As coimas seguem os critérios clássicos — natureza, gravidade, duração, cooperação, constatações anteriores — com direito a ser ouvido, competência do Tribunal de Justiça e receitas para o orçamento da União
