Članak 52. — službeno naslovljen samo „Postupak” — uređuje kako model umjetne inteligencije opće namjene formalno postaje, ili osporava da postaje, model sa sistemskim rizikom. On je administrativna šarka između kriterija članka 51. i obveza članka 55.

- Obavijestiti Komisiju bez odgode, najkasnije u roku od dva tjedna od ispunjenja uvjeta iz članka 51. (presumpcija na 10²⁵ FLOPs)
- Pružatelj može tvrditi da model unatoč pragu ne predstavlja sistemski rizik; Komisija može odbiti argumente i odrediti model, i po službenoj dužnosti
- Komisija objavljuje popis određenih modela; preispitivanje je moguće na obrazložen zahtjev
Vremenski okvir usklađenosti
Primjenjuje se od 2. kolovoza 2025. zajedno s ostatkom okvira GPAI; digitalni omnibus iz 2026. nije promijenio taj datum.
