Članak 94. najkraći je članak odjeljka provedbe i unosi u njega vladavinu prava: pružatelji GPAI podvrgnuti ovlastima odjeljka 5. zadržavaju postupovna prava Uredbe (EU) 2019/1020 — primijenjena mutatis mutandis.

Primjenjuje se od 2. kolovoza 2026.; digitalni omnibus iz 2026. odgodio je materijalne visokorizične obveze (Prilog III. na 2. prosinca 2027., Prilog I. na 2. kolovoza 2028.), ali nije pomaknuo ovu odredbu.
