Člen 52 — uradno naslovljen preprosto „Postopek“ — ureja, kako model UI za splošne namene formalno postane model s sistemskim tveganjem ali kako to izpodbija. Je upravni tečaj med merili člena 51 in obveznostmi člena 55.
