Člen 81 je razsodnik nadzora trga UI: ko ena država članica omeji sistem UI, druga pa ugovarja, Komisija odloči, ali je nacionalni ukrep upravičen. Preprečuje, da bi sedemindvajset nacionalnih postopkov ustvarilo sedemindvajset različnih trgov.

- Upravičen ukrep morajo upoštevati vse države članice; neupravičenega mora sprejemna država umakniti

Uporablja se od 2. avgusta 2026; digitalni omnibus 2026 je preložil vsebinske obveznosti visokega tveganja (Prilogo III na 2. december 2027, Prilogo I na 2. avgust 2028), te določbe pa ni premaknil.
