69 straipsnis leidžia nacionalinėms institucijoms pasiskolinti Sąjungos mokslinę galią: valstybės narės gali kreiptis į mokslinės grupės ekspertus DI akto vykdymui paremti. Gilioji techninė kompetencija nustoja būti didžiausių administracijų privilegija.
