L'articolo 69 consente alle autorità nazionali di attingere alla potenza scientifica dell'Unione: gli Stati membri possono ricorrere agli esperti del gruppo scientifico a sostegno della loro applicazione del regolamento. La capacità tecnica avanzata smette di essere privilegio delle amministrazioni più grandi.
