90 artikla kytkee hälytyskellon suoraan tieteestä täytäntöönpanoon: riippumattomien asiantuntijoiden tiedelautakunta voi virallisesti varoittaa tekoälytoimistoa epäillessään systeemistä riskiä — tai mallia, joka olisi pitänyt nimetä eikä nimetty.

- Tiedelautakunta voi antaa perustellun varoituksen, kun sillä on syytä epäillä konkreettista tunnistettavaa riskiä unionin tasolla GPAI-mallista, tai että malli täyttää 51 artiklan edellytykset ilman luokitusta
- Perustellun varoituksen johdosta komissio voi tekoälytoimiston kautta käyttää 5 jakson valtuuksia — dokumentaatiopyynnöt, arvioinnit, toimenpiteet
- Asianomaiselle tarjoajalle ilmoitetaan; varoitus tekee riippumattomasta tieteestä virallisen täytäntöönpanon laukaisijan, ei pelkkää neuvontaa
Vaatimustenmukaisuuden aikataulu
Sovelletaan 2. elokuuta 2026 alkaen; vuoden 2026 digitaalinen omnibus lykkäsi aineelliset korkean riskin velvoitteet (liite III 2.12.2027, liite I 2.8.2028) mutta ei siirtänyt tätä säännöstä.
