Because they reference each other. The inventory tells you which systems are high-risk; the risk register and technical file only apply to those. The vendor questionnaire asks for the Annex IV information the technical file needs. The literacy register records the training that Art. 26(2) oversight depends on. Bought one at a time, you discover those dependencies in the wrong order.

What you get

Each file is a working Excel workbook — pre-filled with content, not an empty grid. Derived values are formulas, not typed opinions, so an assessment leaves an audit trail rather than an assertion.

The honest position

The whole set is built on a claim this site makes everywhere: most of your AI is not high-risk. Annex III 5(b) excludes financial fraud detection, point 1 excludes 1:1 biometric verification, and algorithmic trading appears nowhere in the annex at all.

That is why the inventory comes first and why four of the seven files apply regardless of tier. A toolkit that assumed everything was high-risk would be easier to sell and wrong.
